Abstract

This synthesis study provides an overview of national and EU policies aimed at attracting highly qualified third-country nationals for the purpose of work.  Practical measures implemented to achieve the goals of the national policies are also described.

The study also aims to evaluate the effectiveness of different measures in Member States to attract (highly) qualified third-country nationals.

In addition, the study examines provisions in EU policy and the EU acquis, following the adoption of the EU Blue Card and the publication of new policy documents which place greater emphasis on attracting highly qualified third-country nationals to EU Member States.

This Synthesis Report was prepared on the basis of National Contributions from 23 EMN NCPs (Austria, Belgium, Cyprus, Czech Republic, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, Malta, Poland, Slovak Republic, Slovenia, Spain, Sweden and the United Kingdom) according to Common Specifications developed by the EMN and followed by EMN NCPs to ensure, to the extent possible, comparability.
