Several important outcomes relevant to European migration and asylum policy from Justice and Home Affairs Council meeting

The recent (25-26 October) Justice and Home Affairs Council meeting resulted in several important outcomes including:

  • A political agreement on the reception conditions directives for asylum seekers (14112/1/12) as part of the Common European Asylum System (CEAS). This agreement reflects the result of negotiations with the European Parliament. Once formally adopted, member states will be required to transpose the new provisions into national law within two years. Denmark, Ireland and the United Kingdom are not bound by the directive. 
  • Adoption of conclusions on the new EU strategy towards the Eradication of Trafficking in Human Beings 2012 -2016 (11780/12).
  • Endorsement of a proposed Regional Protection Programme for Syria in response to the Syrian crisis
  • Adoption of first biannual revision of the 'EU Action on Migratory Pressures – A Strategic Response' which contains more than 90 activities that aim to fight illegal migration (9650/12).
  • No decision was reached on accession of Romania and Bulgaria to Schengen.
