This Order was made for the purpose of giving effect in Irish law to the Directive on minimum standards for the qualification and status of third country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted (Directive 2004/83/EC: “the Qualification Directive”).

The Directive applies to all Member States except Denmark. The Member States were required to have domestic legislation in place complying with the Directive by 1 December 2007. The legislation applies to applications for asylum lodged after 1 December 2007. This Order lists countries designated as safe for the purpose of prioritising applications for refugee status made by nationals of those countries under the Refugee Act 1996. These countries so designated are in addition to those countries designated as safe by S.I. No. 422 of 2003.
