This EMN synthesis report summarises and compares, within a European perspective, the findings from studies completed by eleven National Contact Points (Austria, Belgium, Estonia, Germany, Greece, Ireland, Italy, Latvia, Sweden, the Netherlands and the United Kingdom) on the conditions of entry and residence of third country highly-skilled workers in the EU. The purpose of this study is to contribute to the development of a proposed directive on the entry of third country highly-skilled workers to the EU by providing an overview of the status and needs in the contributing Member States primarily from the year 2000 up to and including 2006.
