This EMN Inform on Monitoring Integration of Third Country Nationals has found that a lack of data and limitations in the type of data available are key challenges for monitoring the integration of third country nationals. The availability and detail of data is of key significance for monitoring integration, as 35% of EMN Member and Observer Countries report that integration monitoring activities had informed policy changes. This joint EMN-OECD Inform provides an overview of policies and state-led practices designed to monitor the integration of third country nationals and analyses the outcomes of these policies, providing examples of challenges and good practices.

EMN Member and Observer countries face challenges with data use, including limitations in using survey and administrative data. Good practices recommended include specific immigrant population surveys, public access to integration monitoring results, and extending monitoring beyond foreign-born individuals. Comparative approaches and ‘One-Stop Shop’ service models are also utilised for efficient integration policy monitoring and information dissemination.
