On 19 February 2025, the CSO released the 15th in their Arrivals from Ukraine in Ireland series. According to the latest data, there were a total of 112,189 Beneficiaries of Temporary Protection (BOTPs) from Ukraine who were issued a PPSN. Of this number, 71% (79,654) had administrative activity after 30 November 2024 which could indicate that nearly 30% of those arrivals are no longer in Ireland.
The total number of 112,189 is a .5% increase compared to four weeks prior. This is the lowest rate of increase in the last four 4-week intervals, which all saw a 1% increase.
Accommodation
As of February, 36,532 individuals were living in private accommodation, and 15,915 hosts were receiving the Accommodation Recognition Payment (ARP). The ARP was set to expire on 31 March 2025. A proposal by the Department of Children, Equality, Disability, Integration and Youth made on 25 March 2025 would extend the ARP expiration date to 4 March 2026 to bring it in line with the current expiration date of the Temporary Protection Directive.
The CSO data indicates that in February, 23,203 individuals were living in pledged accommodation of which 10,123 were living in accommodation under the ‘Offer a Home’ scheme. The Offer a Home scheme is a private accommodation initiative overseen by the Department of Housing, Local Government and Heritage (DHLGH) and run by local authorities, introduced at the end of 2022. This scheme calls for the public to pledge stand-alone vacant properties to accommodate Beneficiaries of Temporary Protection. According to the Department of Children, Equality, Disability, Integration and Youth (DCEDIY), the total number of individuals in DCEDIY supported accommodation for BOTPs was 27,553 as of 2 February.
Employment
According to the CSO’s data, 23,803 individuals were employed as of January 2025. The most common sector was Wholesale, Transport & Accommodation, in which 43% of employed individuals worked (or 10,242). The average weekly earning of those employed was 501 eur.
Arrivals from Ukraine are offered employment supports via events organised by Intreo Public Employment Services (of the DSP). Since April 2022 48,568 individuals have attended those events. Approximately 1,900 individuals have attended events from October 2024 through January 2025.
Similar to earlier series, of the individuals that attended the Intreo events, 55% reported that English language proficiency was a challenge in securing employment.
Education
Of the 48,568 individuals who attended an Intreo event, 31,156 had their education levels recorded. 60% (18,693) of those with recorded education attainment levels had achieved an NFQ level equivalent to 7 or higher, which translates to an Ordinary Bachelor’s Degree or higher.
As of February 2025, 16,293 individuals are currently enrolled in at least one further education and training course, including 9,036 enrolled in English language courses.
