Holders of ” Stamp 4″ residence permissions new eligible for civil service roles.

On Monday 23rd October, Minister for Public Expenditure, NDP Delivery and Reform, Pascal Donohoe TD announced the expansion of civil service eligibility criteria to include non-EEA individuals holding Stamp 4 residence permissions.

People with Stamp 4 permissions are free to take up employment in Ireland, however previously the eligibility criteria for civil service roles included citizenship from within the European Economic Area (EEA). The expansion of eligibility criteria comes following research undertaken by the Public Appointment Service (PAS) and a government interdepartmental working group seeking to increase diversity across the Civil Service.

However there are some roles where being an Irish Citizen is required such as roles in the Diplomatic Stream of the Department of Foreign Affairs and Trade.

In 2022, 20,259 Stamp 4 permissions were issued to residents in Ireland (Department of Justice).
